Themes that recur together
Co-occurrence lift = how much more often two themes share a report than chance (1.0 = independent). The near-universal governance theme is excluded. The signal is coherent domain co-location — money themes fuse; each sector drags its operational partners.
Any theme that co-occurs with integrity, fraud & misconduct lifts sharply above the corpus mean of 3.45. Integrity failures in the care and workforce domains are the single most damaging combinations in the corpus.
